Ofgem consults on DNOs’ engagement with stakeholders

Ofgem is seeking views on how well distribution network operators (DNOs) engage with their stakeholders connecting to their networks.

The regulator says helping new customers connect to the electricity network is one of the most critical services provided by DNOs.

Under the Incentive on Connections Engagement (ICE), DNOs must provide evidence they have engaged with their connection stakeholders and responded to their needs but if they fail to do so, they could incur a penalty.

Using the responses to the consultation, Ofgem will assess if the DNOs delivered their plans for 2017/18, meeting the needs and reasonable expectations of their large connections customers.

Where it does not consider the DNOs have delivered this plan, the regulator will issue a further consultation seeking stakeholders’ views and responses from each of the DNOs in question.

Ofgem is inviting views on what the DNOs should be doing to improve their connections service in two specific areas – meeting the needs of all types of connections customers and improving the experience of customers connecting when the network is constrained.

The six DNO groups are Electricity North West, Northern Powergrid, Scottish Power Energy networks, Scottish and Southern Electricity Networks, UK Power Networks and Western Power Distribution.

The closing date for responses is 20th July 2018.
